The South African Government acknowledges findings that establish developing early child hood education programmes play a major role in the long run of a child; in addition, the importance of community based Early Childhood Development (ECD) Centres as a significant component in meeting the needs of the young child. The importance of ECD was noted in the President’s State of the Nation Address and the National Development Plan; ECD flagged as an APEX Priority.
Growing evidence from child development research indicates that the largest part of brain development happens before a child reaches three years old and that it is during this period that the young develop their abilities to think and speak, learn and reason and lay the foundation for their values and social behaviour as adults.
